    COLUMBIA, SC — The South Carolina Boating & Fishing Alliance (SCBFA) Board of Directors has elected Russ Tomlinson, President of Sportsman Boats & Phenom Yachts, as its new Chairman at the year-end board meeting on December 5. Tomlinson succeeds Founding Chairman Chris Butler of Butler Marine, becoming the second Chairman in SCBFA history. With extensive experience in South Carolina’s boating industry, Tomlinson brings a strong focus on leadership, innovation, and collaboration to the role.

    “It is an honor to be elected Chairman of the South Carolina Boating & Fishing Alliance,” said Tomlinson. “Our state’s boating and fishing industries are not just vital to South Carolina’s economy but are also deeply ingrained in our way of life. I look forward to building on the incredible foundation laid by Founding Chairman Chris Butler and working alongside the SCBFA board, members, and partners to protect and grow these industries while preserving the natural resources that make them thrive.”

    Tomlinson has been an active member of SCBFA since its inception, serving as Chair of the Government Relations Committee for the past three years. In 2024, he was honored as one of Boating Industry Magazine’s 40 Under 40 for his significant contributions to the sector. Since becoming President of Sportsman Boats & Phenom Yachts in 2023, Tomlinson has overseen the company’s continued growth, expanded manufacturing capabilities, and has played a pivotal role in aligning the organizational leadership for future success.

    “Russ Tomlinson’s proven track record and passion for our industry make him the ideal person to lead SCBFA into its next chapter.     COLUMBIA, SC — More than 30 South Carolina-made boats, from bass boats to offshore fishing vessels, will be on display at Gamecock Village Oct. 5 when South Carolina takes on Ole Miss for the South Carolina Boating and Fishing Alliance’s fourth annual Boat Fish Football Weekend. The weekend will kick off with a ticketed SCBFA Oyster Roast and Boat Show Preview Party presented by Truist with music from Big Loud Records Recording Artist Kashus Culpepper.

    The show starts at 11 a.m. on football Saturday and admission is free.

    The SCBFA is title sponsor of the game.

    This year’s event will feature South Carolina-made boats up to 40 feet long, showcasing the craftsmanship of local manufacturers who contribute $6.5 billion annually to the state’s economy and support over 27,000 jobs. New for 2024, fans will have the opportunity to take advantage of special boat show pricing to buy their dream boat right at the game.

    SCBFA is excited to continue its unique partnership with Gamecock Football, marking the fourth consecutive year of this one-of-a-kind event. Last year’s showcase attracted more than 20,000 fans, with Gamecock Athletics commending it as one of the most innovative activation concepts in college sports.

    “This year’s SCBFA Boat, Fish, Football Weekend will be the biggest and best yet,” said Nick Kistler, General Manager of Gamecock Sports Properties. “We’re thrilled to continue our collaboration with SCBFA to deliver this extraordinary experience for Gamecock fans.”

    In addition to the impressive boat display, fans can enjoy family-friendly activities including giveaways and casting competitions hosted by Abu Garcia, Berkley Fishing, and PENN.

    COLUMBIA, SC — June 18, 2024 — Putnam’s Harbor Marina has officially opened on Lake Murray, bringing a premier boating facility to the area. This state-of-the-art marina is designed to meet all boating needs, offering top-tier amenities and services for an unparalleled experience on the water. The marina marks the first marina in the Columbia-area to be a South Carolina Boating & Fishing Alliance (SCBFA) certified partner.

    COLUMBIA, SC — May 20, 2024 — As National Safe Boating Week (May 18-24) commences, the South Carolina Boating & Fishing Alliance (SCBFA) joins the National Safe Boating Council and organizations across the country in promoting crucial safety measures for all boating enthusiasts. This annual initiative emphasizes the importance of wearing life jackets, maintaining equipment, monitoring weather conditions, planning trips, and boating soberly.     SCBFA supports these safety guidelines. However, we express grave concerns about the arbitrary 10-knot (11 mph) speed restriction proposed by NOAA and the Biden Administration, which could inadvertently compromise boater safety. The expansion of the 2008 North Atlantic Right Whale Vessel Strike Reduction rule mandates that recreational boats travel at 10 knots (11 mph) up to 90 miles offshore along the entire eastern seaboard for much of the year, creating significant hazards for small craft operators. NOAA’s own data shows there has never been a documented whale strike with a boat between 35-65 feet in South Carolina waters.


    Key Points of Concern:

    – Risk of Capsizing: Small recreational boats struggle to stay stable at low speeds in open ocean conditions. Unlike large ocean-going vessels, these boats are not designed to cut through choppy waters at such low speeds, increasing the likelihood of capsizing or swamping.

    – Navigational Challenges: Operating a boat on plane at higher speeds enhances visibility and navigability. Limiting boats to 10 knots restricts their ability to maneuver effectively, particularly in deteriorating weather conditions.

    – Safety in Localized Weather Events: Speed is a vital safety asset during sudden weather changes, such as thunderstorms. Boaters need the capability to return to port quickly when faced with approaching storms. The proposed speed restriction would hinder this ability, potentially trapping boaters in dangerous situations.

    -Negative Economic Impact on Small Businesses and Recreational Activities: Extending “go-slow zones” up to 90 miles from shore would deter many recreational boaters and anglers from venturing out, fearing for their personal safetyThe cancellation of trips due to safety concerns would devastate charter businesses and diminish the enjoyment of recreational boating and fishing.


    “The safety of our boating community is our top priority, and while we support initiatives that enhance boater safety, the proposed NOAA speed rule does the opposite,” said Gettys Brannon, President and CEO of SCBFA. “This regulation would make it more dangerous for small boat operators by limiting their ability to navigate safely in changing weather conditions. We urge NOAA and the Biden Administration to withdraw this rule and work with us to find a balanced solution that protects both marine life and human life.”


    The SCBFA urges NOAA and the Biden Administration to reconsider the proposed rule. A balanced approach is necessary to protect both marine life and human life, ensuring that recreational boaters can safely enjoy our waters without undue risk.

    1. Wear a Life Jacket Every Time You’re on a Watercraft
      • “The best life jacket is the one you wear.” Ensure everyone on board has a properly fitted life jacket. It’s the simplest step you can take to protect yourself and your loved ones.
    2. Check Your Equipment and Use a Cut-Off Switch
      • Before you set out, make sure all your equipment is in good working order. Use a cut-off switch to stop the engine in emergencies. This can be crucial in preventing accidents and ensuring a quick response if needed.
    3. Watch the Weather and Stay Aware
      • Weather conditions can change rapidly on the water. Always check the forecast before you head out and stay vigilant for any signs of changing weather. Being aware of your surroundings can help you avoid dangerous situations.
    4. Plan Your Time on the Water and Inform Someone
      • Outline your boating trip and share your plan with someone on shore. This includes your expected route and return time. If anything goes wrong, this information can be vital for rescue operations.
    5. Boat Sober and Travel at Safe Speeds
      • Alcohol and boating are a dangerous mix. Stay sober to ensure you can make sound decisions. Also, adhere to speed limits and navigate at speeds that are safe for the conditions, reducing the risk of accidents.

    COLUMBIA, SC — The South Carolina Boating and Fishing Alliance once again will showcase South Carolina-made boats at Gamecock Village when South Carolina takes on the Mississippi State Bulldogs September 23rd. SCBFA is the title sponsor of the game. The show will begin at 3 P.M. with admission being free to the public.

    Boats up to 40 feet long made by South Carolina-based companies will be on display before and after the game, showcasing companies that contribute $6.5 billion a year to South Carolina’s economy and support 27,000 jobs. Along with SC made boats, outdoors-related vendors from across the state will be in attendance to celebrate National Hunting and Fishing Day. There will also be live music by The Craig Henry Band, who most recently opened for Randy Houser and country music superstar Lainey Wilson.

    This will be SCBFA’s third year sponsoring Gamecock Football with a one-of-a-kind event. Gamecock Athletics estimated more than 20,000 fans visited Gamecock Village to see one of the state’s top industries on display last year.

    “The boating and fishing showcase has been one of the more unique and ambitious activation concepts in college sports. This year’s will be bigger and better and we’re proud to be associated with the SCBFA,” said Nick Kistler, General Manager of Gamecock Sports Properties.

    Roebuck, S.C. — If you walk the halls of Dorman High School, you will see it on the walls. On the classroom doors. On bracelets worn by students. #ForMatt.

    Matt McLeskey was a sophomore at Dorman and a member of the bass fishing team. He was the student who could entice anyone with his smile and humor.

    “You can tell he really mattered to everybody,” said his father, Jason McLeskey.

    In October 2021, Matt began experiencing excruciating headaches and vision trouble. As months passed, things continued to worsen. In February 2022, he got the devasting news. Doctors discovered a grade 4 midline glioma located against his optic nerve. After a biopsy, doctors learned that the tumor had an untreatable mutation, and nothing could be done.

    “They told us that it was not going to get better and that that was the best he would ever be,” said McLeskey. “We decided not to have pain as a family while Matthew was with us. We laughed. We loved. We did everything together.”

    After months of Chemo drugs, Matt put aside the medication to pick up the memories. He spent the last months he had left casting lines and making a difference.

    Last summer, Matt and his family went fishing in Hawaii for swordfish. Though they didn’t catch any fish, seeing the peace the water gave Matt meant more than anything.

    “Fishing in Hawaii was his ultimate dream,” said McLeskey. “We didn’t catch anything, but being on the boat with my son out on that blue water was great.”

    Matt could no longer fly due to blood clots caused by his medications.

    “In July, He decided to stop taking medication because quality of life meant more than longevity,” said McLeskey.

    The family took the near 24-hour journey to the Lake of the Woods in Canada to fish for northern pike. They now have a replica mounted in their home.

    The final trip Matt took was to Winyah Bay in Georgetown to fish for redfish last October with his father. It was their last time fishing together.

    “Being able to take those trips and spend time knowing that it was the last time we would ever do it meant the world,” said McLleskey.

    While cancer took Matt away from his passion for being on the water in his final months, it failed to take him away from his passion for serving others. 

    After numerous trips to the BI-LO Charities Children’s Cancer Center, Matt witnessed the anguish cancer caused other families. With help from his friends and teammates, Matt led efforts to raise money and donate items.

    “He saw and realized what everybody around him was going through and wanted to give back because he experienced the pain and struggle these families had to go,” said McLeskey.

    Not only did Matt raise money and donate items, but he also met with Dr. Nichole Bryant to arrange an even greater donation.

    “He came to me on his own and asked that I help figure out how he could donate his brain after he died,” said Bryant. “He could have been bitter and angry, yet he was thinking about how to help someone else.”

    After he passed away in March, Matt’s brain was donated to the Cincinnati Children’s Hospital for research.

    Since his passing, Matt’s twin brother, Jackson, continues to fish on the Dorman fishing team and raise money for the BI-LO Charities Children’s Cancer Center to keep his brother’s legacy everlasting.

    “He’s remembered as an angler, a hero, and someone who made a difference,” said Jackson.

    The Dorman High School Fishing Team has two ways you can join in their efforts. The first is by joining them in donating to the BI-LO Charities Children’s Cancer Center. Make checks payable to the Dorman Bass Fishing team with BCCCC Donation as the memo.

    CHARLESTON, SC — The South Carolina Boating & Fishing Alliance (SCBFA) announced its partnership today with the highly anticipated 25th Anniversary of the Carolina Billfish Classic, set to take place from June 21 – June 24 at the Beach Club at Charleston Harbor Resort & Marina. As the third leg of the legendary South Carolina Governor’s Cup Billfishing Series and a Captain of the Year Cup qualifier, the Carolina Billfish Classic will not only deliver an extraordinary collaboration of world class fishing, live music, and entertainment but will also provide a platform for advocacy and discussion on critical issues facing the boating and fishing community.

    The Carolina Billfish Classic, renowned as one of the premier fishing tournaments on the East Coast, attracts skilled anglers, boating enthusiasts, and spectators from near and far. Over 50 boats will compete in a three-day tournament for an estimated total purse of over $300,000. The Carolina Billfish Classic boasts the 881.13-pound South Carolina Blue Marlin State Record and released a tournament record 101 billfish in 2022.

    SCBFA will have a dedicated booth throughout the tournament to discuss an array of issues including the National Oceanic and Atmospheric Administration’s (NOAA) vessel speed restriction rule, which would create a 10-knot (11.5 mph) go-slow zone out to 90 miles offshore. The organization’s agenda also includes restructuring federal fishery policies and decreasing South Carolina’s excessive property tax on boats and motors.

    “The SCBFA is advocating day-in and day-out for boaters and anglers across our state not only at the state level, but also the federal level of government,” said Loyd Weston, Tournament Director of the Carolina Billfish Classic. “Bringing SCBFA to the Carolina Billfish Classic to discuss these issues directly with our participants assures them that they have a strong voice in the future of boating and fishing in South Carolina.”

    COLUMBIA, S.C. — South Carolina Attorney General Alan Wilson and four other state attorneys general are opposing a proposed federal regulation that would cripple South Carolina’s boating and fishing industry along the coast and are threatening to go to court if it is implemented.

    The regulation by the National Oceanic and Atmospheric Administration (NOAA) would impose a 11.5 mile an hour speed limit on boats over 35 feet for six months of the year along the Atlantic seaboard in the prime fishing and boating season. The rationale is to protect the endangered North American Right Whale from accidental boat strikes.

    The speed limit would extend to 60 miles out into the Atlantic on the eastern seaboard, including South Carolina.

    “Federal overreach is the Biden Administration’s standard operating procedure. The latest NOAA proposal would crush South Carolina’s thriving boating and fishing industries, seriously damage our economy, and threaten the safety of boaters and anglers alike,” said Wilson. “The Biden Administration might not care about the consequences of its actions, but I do. You cannot thwart the law in an attempt to advance your agenda.”

    The boating and fishing industry has a $5.1 billion impact on South Carolina and supports 23,000 jobs.

    In a letter to NOAA Administrator Dr. Richard Spinrad, the attorneys general said that the action would invite “a probable legal challenge.”

    Besides Wilson, the letter was signed by the attorneys general of Georgia (Christopher Carr), Alaska (Treg Taylor), Louisiana (Jeff Landry) and Tennessee (Jonathan Skrmetti).

    The SCBFA has been working with Attorney General Wilson to develop a state strategy to file an amicus brief along with our organization and the harbor pilots to challenge this rule if it takes effect.

    “We appreciate Attorney General Wilson’s leadership on this issue,” said SCBFA CEO Gettys Brannon. “Even the threat of this rule is beginning to devastate our industry and would not help endangered right whales because there’s not a single documented case of one ever being hit by a 35-65 foot boat off the South Carolina coast.

    “Anglers and boaters are conservationists because we cherish our natural resources, and we’re willing to work with NOAA to find effective ways to protect them. But NOAA bureaucrats haven’t asked for our advice, so we’re prepared to go to court if we have to.”

    Attorney General Wilson joins Senators Lindsey Graham and Tim Scott along with members of Congress Nancy Mace, Russell Fry, and Joe Wilson in publicly opposing the rule.
